Bringing Transparency to Executive Recruitment


The Center for Recruiting Excellence exists to bring transparency, rigor, and accountability to the executive recruitment industry. Founded in 2011, the institute was created to address a fundamental gap in the talent acquisition ecosystem: while organizations spend billions of dollars annually on executive search, there existed no independent, methodologically sound framework for evaluating recruiter performance across disciplines. CFRE was established to fill that void and to serve as a trusted, impartial resource for HR leaders, boards, and C-suite executives who need reliable data to guide their search firm selection.

Our researchers apply the same standards of evidence and analytical discipline found in academic and scientific research to the evaluation of recruiting professionals. Every assessment we publish is grounded in our proprietary 142-point evaluation framework, developed by industrial-organizational psychologists and refined over more than a decade of continuous research. We do not accept advertising, referral fees, or sponsorships from the firms we evaluate, ensuring that our findings are free from commercial bias and conflicts of interest.

A History of Independent Research


2011

Institute Founded

Dr. Margaret Chen-Whitfield and a small team of industrial-organizational psychologists established CFRE in Washington, D.C., recognizing the urgent need for independent, evidence-based evaluation of recruitment professionals across the executive search industry.

2013

First Annual Recruiting Excellence Index

Published the inaugural Annual Recruiting Excellence Index, covering 6 practice areas and establishing the foundational methodology that would become the industry standard for recruiter evaluation.

2015

Expanded Scope & Advisory Board

Expanded coverage to 18 practice areas and launched an Advisory Board composed of former Chief Human Resources Officers and academic researchers from leading institutions, strengthening CFRE's governance and methodological oversight.

2017

CFRE Evaluation Framework Introduced

Introduced the proprietary CFRE Evaluation Framework (CEF), a comprehensive 142-point assessment model. The CEF quickly gained adoption as the industry standard for evaluating search firm quality and recruiter performance.

2019

100 Reports & University Partnerships

Reached the milestone of 100 published evaluation reports and formalized research partnerships with three universities, expanding CFRE's capacity for longitudinal studies and peer-reviewed methodology development.

2021

Digital Research Expansion

Expanded digital research capabilities to incorporate new data sources and analytical methods. Launched a longitudinal recruiter tracking program, enabling trend analysis across multi-year performance data.

2023

Expanded Sector Coverage

Launched evaluations across construction, skilled trades, and energy sectors, expanding CFRE's coverage beyond traditional executive search into specialized staffing and workforce disciplines.

2025

National Report Expansion

Published evaluations across 15 companies and multiple practice areas, covering technology, financial services, hospitality, energy, and regional executive search markets nationwide.
